was known as wayne jackson. but the man in the spotlight now went by many names before dying of natural causes in the sunset here in san francisco in 2008. >> this case is a case that haunts the san francisco police department and the city of san francisco and has pretty much throughout the entire careers of everybody that's standing here. >> reporter: a fresh look at the crime led to the search of jackson's old home where jackson and his roommate lived just blocks away from where kevin collins disappeared in 1984. jackson was a suspect from the start because thee years earlier, he spent six months in jail for lewd acts on a 7-year-old. >> he had a dog similar to the dog that the suspects were seen to have. >> reporter: still at the time, police came up short. >> he was detained, interviewed, allowed a search of the same house we just did the search warrant on, and a photo spread was shown to the two witnesses that described the suspect with the large black dog, and they weren't able to pick him out of the family code spread. >> reporter: what police didn't know is that jackson was also

. but kpix5's david jackson tells us, police are telling us enough for now. david. >> well, that's right. if you look up and down the street, you'll see a lot of bars and restaurants. in fact, this has become a destination for a lot of people over weekends in particular. the walnut creek police is saying enough is enough. there will be no more bar liquor licenses handed out for at least another calendar year. walnut creek hit its saturation point. the town of 68,000 pours more alcohol than anywhere its size in california. in fact, there are downtown intersections with bars and restaurants on every corner. that's too much for a police force that has a total of 65 officers. that's 15 less than the city's budget calls for. the liquor license moratorium is for the public safety, according to police officers. but hugo, who got one of the last liquor licenses issued by the city, says there is no problem. >> we need that revenue. we need the people. we need the customers. we found two customers and provide what they are looking for, whatever it is. >> the city agrees that it is not a problem.

in and help. kpix 5 david jackson on the people's paramedics. >> reporter: in oakland they are overworked and undermanned. both police and paramedics respond to shootings and 911 emergencies. but the victims still often die. sometimes because police, they will not allow the paramedics to enter a dangerous crime scene. that's why they decided to create people's community medics and start saving lives in oakland themselves. >> we thought it would be a good idea if people could learn basic first aid. if they knew how to treat a gunshot wound, or a stabbing or any kind of a serious bleeding trauma like that, that we thought it would help to save people's lives until an ambulance arrives. >> reporter: and the people paramedics has worked well with the real paramedics. >> we have a good relationship with them. all we're doing is adding a cushion in between the time that they get there. that's all. and that is basically what we're doing. we're assisting them to add life to our people. >> reporter: the oakland police department is weary of the citizens working at a crime scene. but they agree tha
